Neve Ze'ev Quarter – District 2
Beer Sheva
רובע נווה זאב – פלח 2
באר שבע
A new detailed plan for District 2 of the Neve Ze'ev quarter in Beer Sheva, with 856 housing units, replacing an early-1990s plan of repetitive 7–9-floor blocks after the first 13 buildings were built. The new plan reworks the program, massing and character of the unbuilt part while using the existing roads and integrating the existing buildings. The planning principles: a walkable neighborhood, with shaded pedestrian routes from the commercial center through the garden and square to the Beer Sheva stream, the quarter park and the high school; walking and cycling over driving, with parking set behind the buildings; two main streets – one linking the older neighborhood to the quarter's central avenue, and a ring street lined by the garden, square and school; and public buildings grouped as a community school, with an ancient cistern preserved in its grounds. Medium density up to 5 floors, with pairs of 10-floor gateway buildings, terraced blocks with sun terraces and pergolas, and light cladding for energy saving. A design appendix sets a shared language of ceramic details and mashrabiya screens.
